What is the Federal Scholarship Tax Credit Program?

The Federal Scholarship Tax Credit Program (FSTC) launches in January 2027 and will empower millions of families by providing additional funding for all students—public, private and home school—to meet their educational needs. Scholarships are funded entirely through private donations and not taxpayer dollars.  

Donors receive a dollar-for-dollar federal tax credit (up to $1,700), making this an innovative, powerful, cost-effective way to support educational opportunities—without costing the state or taxpayers any additional money.

Scholarships can be used to provide:

  • Tuition, uniforms and school transportation
  • Education technology, books, supplies and internet access
  • Tutoring and special education services
  • Educational therapies and afterschool programs

FOR INDIVIDUAL DONORS

Donors make a gift up to $1,700 to a scholarship granting organization (SGO) and receive a 100% federal tax credit.
Credits can be carried forward for up to 5 years

For Families

Scholarships may be provided to students:
From households earning up to 300% of the area median income
Attending a public or charter school, private school or who are homeschooled.

Tax Credit vs Deduction

Unlike deductions, tax credits provide a dollar-for-dollar reduction in tax owed.
A $1,700 tax credit = $1,700 less in federal taxes.

Every American can contribute up to $1,700 to a scholarship granting organization — a 501(c)(3) nonprofit — and receive a dollar-for-dollar federal income tax credit. 

Even if Illinois does NOT opt in to the federal tax credit scholarship program, you can still make a donation to benefit a school in a state that DOES opt in.

Yes. Donors can designate a school or group of schools to benefit from your tax credit scholarship donation. Donors may not designate a specific student.  

The FSTC program officially starts on January 1, 2027. By making your pledge today, you will receive important updates on the program and be among the first to be able to donate in 2027.  

Scholarships are available for K-12 students attending a public or charter school, private school or who are homeschooled. Eligibility is based on family income, and families may earn up to 300% of the area media income (e.g., $359,700 in Chicago, Illinois) and are eligible to receive a scholarship.  

No, Illinois has not yet opted-in to the FSTC program. Currently, 30 states have opted-in. If Illinois does not opt in, donors can still make their donation and designate a school in one of the states that has opted in. See here for a map of all states that have opted in: Click Here.
